WHEREAS, on January 26, 2017, the City of Newark's Department of Public Safety, Police Division ("NPD"), submitted a grant application to the U.S. Department of Justice, Bureau of Justice Assistance ("DOJ"), for the "FY 17 SMART Policing Initiative"; and
WHEREAS, as part of the proposal, the NPD indicated in the grant application that it would be partnering with Rutgers University ("Rutgers"), whereby Rutgers would be providing planning, research, and evaluation services to NPD should the grant be awarded to the NPD; and
WHEREAS, on October 19, 2017, the DOJ awarded the NPD a $700,000.00 three-year grant under the "FY 17 SMART Policing Initiative; and
