WHEREAS, the City of Newark advertised a Request for Proposal (RFP) for Budget Advisory Services to the Department of Finance of the City of Newark (hereinafter, "Budget Advisory Services")and two (2) proposals were received on April 19, 2013; and
WHEREAS, the RFP solicited proposals from interested persons and/or firms which are Registered Municipal Accountants or a Certified Municipal Finance Officer with considerable direct experience preparing financial documents for municipalities, all of which are professional services, excluded from the requirement of public bidding pursuant to the Local Public Contracts Law, N.J.S.A. 40A:11-5(1)(a)(i); and
WHEREAS, the proposal received from Bowman & Company LLP, 601 White Horse Road, Voorhees, New Jersey 08043, was found to be in the best interest of the City of Newark to accept, price and other factors considered; and
WHEREAS, the City of Newark wishes to enter into a professional services contract with Bowman & Company LLP, 601 White Horse Road, Voorhees, New Jersey 08043 to provide Budget Advisory Services for the City of Newark, Department of Finance; and
