WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of Three hundred Ninety-Five Thousand Eight Hundred Seventy-Nine Dollars and Zero Cents ($395,879.00), for the Edward Byrne Memorial Justice Assistance Grant (JAG) Program and no adequate provision has been made in the 2025 Temporary Budget for the aforesaid purpose; and

WHEREAS and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

WHEREAS, pursuant to Resolution 7R9-d, adopted on May 21, 2025, from the United States Department of Justice, Bureau of Justice Assistance awarded the City of Newark Three hundred Ninety-Five Thousand Eight Hundred Seventy-Nine Dollars and Zero Cents ($395,879.00) ("Grant Award") to fund overtime cost to address violent crime, and will distributed among several agencies within Essex County; and
