WHEREAS, on October 30, 2025, the City's, Department of Economic and Housing Development advertised a Request for Proposal (RFP) for Surveying Services with proposals packages available on November 3, 2025, and a due date of November 17, 2025, in accordance with the requirements of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq. (the "LPCL"); and
WHEREAS, the City received a total of two (2) proposals in response to its request by the RFP due date on November 17, 2025; and
WHEREAS, GTS Consultants, Inc., 211 Warren Street, Suite 507, Newark, New Jersey 07103 ("GTS"), submitted a proposal and through a measured evaluation of all proposals submitted in responses to the RFP, the Department of Economic and Housing Development determined that GTS was among the most qualified for the services requested; and
WHEREAS, the GTS's proposal demonstrated the requisite range of engineering knowledge and skills, technical capabilities necessary to meet the City's needs; and
WHEREAS, Surveying Services are professional services exempt from the public bidding requirements in accordance with N.J.S.A. 40A:11-5(1)(a)(i); and
