WHEREAS, on April 16, 2025 the City of Newark (the "City") through its Qualified Purchasing Agent, ("QPA"), advertised to solicit bids for Lead and Healthy Homes Hazardous Inspection (Consultants) for the Department of Health and Community Wellness ("DHCW"), as described in the attached bid proposal; and
