WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of One Hundred Sixty-Eight Thousand Eight Hundred Fifty-One Dollars and Zero Cents ($168,851.00), for the STD testing and patient follow-up Program and no adequate provision has been made in the 2023 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

WHEREAS, by the Notice of Award dated April 18, 2023, the New Jersey Department of Health, Division of HIV, STD and TB Services, awarded the City of Newark funds in the amount of One Hundred Sixty-Eight Thousand Eight Hundred Fifty-One Dollars and Zero Cents ($168,851.00. The aforementioned program will provide funds for the provision of health care and supportive services to the residents of the City of Newark; and
