WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Seven Million, Nine Hundred Eighty-Six Thousand, Three Hundred Thirteen Dollars and Zero Cents ($7,986,313.00), for HIV Emergency Relief Project Program and no adequate provision has been made in the 2026 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by the Notice of Award letter dated August 21, 2025, the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) awarded the City of Newark funds in the amount of Seven Million, Nine Hundred Eighty-Six Thousand, Three Hundred Thirteen Dollars and Zero Cents ($7,986,313.00).
