WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $3,773,497.00 for the Homeless HRSA Program Grant, and no adequate provision has been made in the 2022 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and
WHEREAS, by Resolution 7R5-a adopted on January 5, 2022, the U.S. Department of Health and Human Services/Health Resources and Services Administration (HRSA) awarded the City of Newark the Homeless HRSA Program Grant in the amount of $3,773,497.00, to provide medical care, social services, substance abuse and mental health counseling to the homeless population within the City of Newark and surrounding areas; and
