WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $1,900.00 for the National Environmental Assessment Reporting (NEARS) program and no adequate provision has been made in the 2019 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provide for the creation of an emergency appropriation for the same; and
WHEREAS, by a Notice of Award, dated March 5, 2019 the National Environmental Health Association (NEHA) awarded the City of Newark a NEARS mini-grant in the amount of $1,900.00 to support program initiatives related to environmental assessments and allow the Department of Health and Community Wellness the opportunity to learn more about NEARS; and
