WHEREAS, the City of Newark (the "City") seeks to offer reentry services to men of color ages 18-30 who are at the highest risk of re-offending; and
WHEREAS, the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance ("Department of Justice"), solicited proposals for the FY 16 Smart Reentry: Focus on Evidence-Based Strategies for Successful Reentry from Incarceration to Community ("Newark Reentry Initiative"), which encourages cities to create innovative reentry models which identifies and provides services to individuals returning to the community from incarceration who are at the highest risk of offending; and
