WHEREAS, the City of Newark ("City") seeks to reduce costs, increase efficiency, and improve product quality through participation in a regional Cooperative Purchasing System; and

WHEREAS, cooperative purchasing allows two or more local contracting units to jointly procure goods and services, as authorized by the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq.; and

WHEREAS, such joint purchasing arrangements result in cost savings through economies of scale referring to the cost advantages that cities gain as there is increase production or purchasing volume; and

WHEREAS, pursuant to N.J.S.A. 52:34-6.2(b)(3) the City, a sub-political body of the State of New Jersey is permitted to join Cooperative Purchasing Programs; and

WHEREAS, N.J.S.A. 40A:11-10(a)(1) further authorizes contracting units to enter into Cooperative Pricing Agreements for such joint procurement activities; and
