WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Four Hundred Twenty-Four Thousand Two Hundred Twenty-Six Dollars and Seventy-Two Cents ($424,226.72) for the City of Newark (the, "City") for equipment acquisition, and no adequate provision has been made in the 2025 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, as described in a Memorandum of Understanding dated May 15, 2025, (the "MOU") the New Jersey Department of Health (the "NJDOH"), awarded an appropriation to Newark Beth Israel Medical Center ("NBIMC") funds in the amount of Four Hundred Twenty Four Thousand Two Hundred Twenty-Six Dollars and Seventy Two Cents ($424,226.72) (the Beth Israel Medical Center Program") and,
