WHEREAS, the New Jersey Department of Environmental Protection, Green Acres Program, ("State"), provides loans and/or grants to municipal and county governments and grants to non-profit organizations for assistance in the acquisition and development of lands for outdoor recreation and conservation purposes; and
WHEREAS, pursuant to Ordinance 6S&Fa(S-2), adopted October 23, 2007, the Municipal Council authorized the appropriation of Eighty Three Million Two Hundred Seventy Six Thousand Three Hundred Dollars and Zero Cents ($83, 276,300.00) for capital improvements, including the Municipal Capital Budget in the amount of Two Million Three Hundred Forty Four Thousand Seven Hundred Twenty Five Dollars and Zero Cents ($2,344,725.00) for the redevelopment and rehabilitation of Jesse Allen Park; and
