WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $9,167,999.00 bringing total program resources to $12,850,014.00, for the HIV Emergency Relief Program and no adequate provision has been made in the 2014 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A: 4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by authorizing Resolution 7R2-b dated March 19, 2014, the City of Newark accepted the HIV Emergency Relief Grant in the amount of $3,682,015.00 from the U.S. Department of Health and Human Services/Health Resources and Services Administration, for the provision of health care and supportive services to the residents of the City of Newark (All Wards); and
WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period...
