WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $80,284.79, bringing total program resources to $1,739,558.73 for the SUNUP Summer Food Program and no adequate provision has been made in the 2014 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A: 4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

WHEREAS, by authorizing resolution 7R2-e, dated July 9, 2014, the City of Newark accepted the SUNUP Summer Food Program in the amount of $1,659,273.94 from the New Jersey State Department of Agriculture, Bureau of Child Nutrition Programs to provide meal services to children of the City of Newark through the Summer Food Program (All Wards); and

WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year...
