WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $2,372,495.04 for the SuNup Food Service Program, and no adequate provision has been made in the 2025 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and
WHEREAS, by the award letter dated April 9, 2025, the New Jersey Department of Agriculture, Division of Food and Nutrition, Summer Food Program has awarded the City of Newark ("City") the SuNup Food Service Grant in the amount of $2,372,495.04. The aforementioned program will provide free, nutritious meals, and snacks to children who live in areas in which at least 50% of said population qualify for free or reduced-price meals under the National School Lunch Program within the City of Newark; and
