WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $715,000.00 for FY 2021 Summer Youth Employment Program (SYEP) and no adequate provision has been made in the 2021 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and
WHEREAS, by Resolution 7R2-a(s) adopted on July 14, 2021, The City of Newark has accepted FY 2021 Summer Youth Employment Program (SYEP) from New Jersey Department of Labor and Workforce Development, in the amount of $715,000.00 to provide funds for In-School and Out of School youth and young adults ages 16-24 with valuable internships and assist in successful transition to the world of work; and
