WHEREAS, drowning is the second leading cause of accidental death in children under 14 years of age; and
WHEREAS, the youth drowning rate for African Americans and Hispanic/Latino children is more than double the national average, and nearly 6 out of 10 African American and Hispanic/Latino children are unable to swim; and
WHEREAS, the City of Newark's Department of Recreation, Cultural Affairs and Senior Services desires to continue to provide quality, multi-level learn to swim programs that will provide swimming instruction to the City of Newark children 6-17 years of age from all wards, thereby expanding opportunities for at-risk children to learn and to use the sport of swimming to expand fitness and recreational opportunities; and
