WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Six Hundred Seventy-Nine Thousand, Three Hundred Thirty-Two Dollars and Zero Cents ($679,332.00) for Ending the HIV Epidemic: A Plan for America-Ryan White HIV/AIDS Program Parts A and B, and no adequate provision has been made in the 2026 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by the Notice of Award letter dated February 27, 2026, the United States Department of Health and Human Services (HHS), Health Resources and Services Administration (HRSA) awarded the City of Newark funds in the amount of Six Hundred Seventy-Nine Thousand, Three Hundred Thirty-Two Dollars and Zero Cents ($679,332.00).
