WHEREAS, pursuant to N.J.S.A. 40A: 4-19 the Municipal Council of the City of Newark, New Jersey; adopted Resolution 7R1-q dated February 6, 2013, to provide temporary funds for the period of January 1, 2013 through March 31, 2013, until the adoption of the Operating Budget of the City of Newark, New Jersey, 7R1-d dated April 17, 2013 to provide temporary funds for the period of April 1, 2013 through April 30, 2013, 7R1-l dated May 22, 2013 to provide temporary funds for the period of May 1, 2013 through May 31, 2013, 7R1-x dated June 6, 2013 to provide temporary funds for the period of June 1, 2013 through June 30, 2013, Resolution # S5 dated July 3, 2013 to be considered and adopted at its scheduled meeting on August 7, 2013 to provide funds for the period of July 1, 2013 to July 31, 2013 until the adoption of the Operating Budget of the City of Newark, New Jersey; and
