AN ORDINANCE AMENDING TITLE 2, ADMINISTRATION, CHAPTER 2, OFFICE OF THE MAYOR AND AGENCIES, OF THE REVISED ORDINANCES OF THE CITY OF NEWARK, NEW JERSEY, 1966, AS AMENDED AND SUPPLEMENTED, BY ESTABLISHING THE CITY OF NEWARK COMMISSION ON HOMELESSNESS.

WHEREAS, unacceptable levels of homelessness among single adults, families, and unaccompanied youth remains an ongoing challenge facing the City of Newark; and

WHEREAS, the factors that contribute to homelessness are many and complex, and they include a lack of affordable housing, a shortage of family wage jobs, domestic violence, a shortage of housing with support services, high levels of debt, substance abuse, mental illness, the growing number of at-risk youth, access to affordable health care, and people exiting institutions and systems of care; and

WHEREAS, private businesses, charitable and philanthropic organizations, cities, counties, the federal government, the City of Newark, and private citizens are investing resources to assist people who are homeless and to prevent homelessness; and

WHEREAS, homelessness is a multifaceted problem requiring coordination of resources, systems, and efforts from the private sector and from all levels of government; and

WHEREAS, in 2010, to address the problems of homelessness, the City of Newark collaborated with County of Essex and created The Essex-Newark Task Force to end Homelessness; and

WHEREAS, The Essex-Newark Task Force to end Homelessness, with the support of Nicholson Foundation and The Corporation for Supportive Housing prepared THE ROAD HOME, A Ten Year Plan to End Homelessness in Newark and Essex County (2010-2020), a copy of which can be accessed through the Corporation for Supportive Housing (www.csh.org); and
