WHEREAS, the City of Newark (the "City") desires to apply for and obtain a New Jersey legislative "line item" grant from the New Jersey Department of Community Affairs (the "Department") for approximately $1,500,000.00 to carry out an "Anti-Violence Out-of-School 2022" project, to provide funds for the Newark Youth Street Academy which will target seventy-five (75) out-of-school youth, who have not succeeded in a traditional academic environment; and

WHEREAS, on or about December 15, 2021, the City's Business Administrator did cause an application for such grant funds to be submitted to the Department (a copy of which is attached hereto and made a part hereof); and
