WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $3,533,164.00 for the Health Center Cluster/ Homeless HRSA Program Grant award, and no adequate provision has been made in the 2020 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and
WHEREAS, by a Notice of Award dated November 18, 2019, the U.S. Department of Health and Human Services, Health Resources and Services Administration, awarded the City of Newark the Health Center Cluster/Homeless HRSA Program Grant in the amount of $3,533,164.00, to provide medical care, social services, substance abuse and mental health counseling to the homeless population within the City of Newark; and
