WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Two Million Dollars and Zero Cents ($2,000,000.00) for the Healthy Homes Production Grant Program and no adequate provision has been made in the 2023 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by the Notice of Award dated October 18, 2022, the U.S. Department of Housing and Urban Development (HUD), Healthy Homes Production Grant Program awarded the City of Newark funds in the amount of Two Million Dollars and Zero Cents ($2,000,000.00) to be utilized during the period from May 15, 2023 through November 15, 2026. The aforementioned program will provide funds for the provision of health care and supportive services to the residents of the City of Newark; and
