WHEREAS, on October 19, 2011, through Resolution 7R8-b, the Municipal Council of the City of Newark authorized the Mayor and/or the Acting Deputy Director of Newark One Stop Career Center-NewarkWORKS to accept the State of New Jersey Department of Labor and Workforce Development’s annual grant allocation of $2,249,392.00 in Youth Workforce Investment Act Funds (see attached Notice of Obligation from State of New Jersey), pursuant to the Workforce Investment Act of 1998 (“WIA”); and
WHEREAS, there exists a need for the Newark One Stop Career Center-NewarkWORKS (“NOSCC”) to enter into a contract with an entity that can provide educational and training services to thirty (30) youths in the areas of literacy and placement/retention (“Educational Training Services”), pursuant to the provisions of the WIA, for a period commencing on April 1, 2011 and terminating on June 30, 2012, with the WIA funds being fully expended by June 30, 2013; and
