WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Eight Million Three Hundred Sixty-Nine Thousand Five Hundred Five Dollars and Zero Cents ($8,369,505.00), for HIV Emergency Relief Grant Program, and no adequate provision has been made in the 2025 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by the Notice of Award dated August 1, 2024, the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA), awarded the City of Newark funds in the amount of $8,369,505.00. The aforementioned program will provide funds for the provision of health care and supportive services to the residents of the City of Newark; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully...
