WHEREAS, the City of Newark (the "City") and the South Ward Environmental Alliance ("SWEA") seek to formally enable cooperation and collaboration through a Memorandum of Understanding ("MOU") for the purpose of creating a partnership to apply for the United States Environmental Protection Agency ("EPA") Environmental & Climate Justice Community Change Grant Program ("CCGP"), with the City as the lead applicant and SWEA as the statutory partner; and
WHEREAS, the City and SWEA believe it is in their best interest to work collaboratively seeking funding in the form of grants and technical assistance to strengthen and build the capacity within the City to enhance and deliver services to our local community; and
