WHEREAS, The New Jersey Child Care Assistance Program (NJCCAP), stopped taking new enrollees and raised copays for families after August 1, 2025; and

 

WHEREAS, the limited reopening of NJCCAP applications announced on November 26, 2025, does not reach enough working families of New Jersey who are unable to qualify under the current limitations; and

 

WHEREAS, access to affordable child care is essential for working families, enabling parents and guardians to maintain employment; and

 

WHEREAS, NJCCAP plays a vital role in making childcare more affordable not only for working families in Newark, but across all of New Jersey; and

WHEREAS, reductions or interruptions in funding for NJCCAP place an undue burden on families, child care providers, and employers, and may result in job loss, financial instability, and reduced access to quality child care services.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Municipal Council strongly support for the reinstatement and full funding of the New Jersey Child Care Assistance Program (NJCCAP).

 

2.                     Certified copies of this Resolution shall be sent to newly-elected Governor Mikie Sherrill, the New Jersey Legislature, the New Jersey Department of Human Services and Newark legislative delegation.

Resolution of Support for the reinstatement of funding for the New Jersey Child Care Assistance Program.
