WHEREAS, on June 21, 2019, the City of Newark (the "City") through its Purchasing Agent, QPA, advertised to solicit proposals for contractors to provide Homeless Outreach and Engagement Services for the Department of Health and Community Wellness, as described in the Request for Proposal (attached hereto); and
WHEREAS, the Division of Central Purchasing also distributed three (3) Request for Proposal (RFP) packages to prospective vendors following the date of advertisement; and
WHEREAS, the Division of Central Purchasing also published the RFP package on the City of Newark's website to provide broader access and download capability to potential bidders; and
