WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $59,520.00 bringing total program resources to $4,111,826.00, for the continued provision of Homeless HRSA Program and no adequate provision has been made in the 2017 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A: 4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by authorizing Resolution 7R2-b dated March 2, 2016, from the United States Department of Health and Human Services/Health Resources and Services Administration (HRSA), the City of Newark has accepted $59,520.00 to continue providing medical care, social services, substance abuse and mental health counseling to the homeless population within the City of Newark; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for ...
