WHEREAS, the North Jersey Transportation Planning Authority, Inc. (NJTPA), One Newark Center, 17th Floor, Newark, New Jersey 07102, provides grant funds for various transportation related projects from the FY 2027 Unified Planning Work Program ("UPWP") for the Subregional Transportation Planning (STP) and Subregional Studies Program(s) (SSP) to support transportation planning work that identifies and addresses regional-level transportation needs for local communities located within their planning area; and
WHEREAS, the NJTPA sent a letter to the City of Newark, Director of the Department of Engineering (the "City"), dated April 13, 2026, informing the City that NJTPA was initiating the pre-award evaluation process for the FY 2027 UPWP subcontracts for the STP and if applicable, the SSPs, and requested that the City submit a work program application and pre-award evaluation documents to the NJTPA; and
