WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $1,400,000.00 for the Childhood Lead Exposure Prevention (CLEP) Program and no adequate provision has been made in the 2021 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by award letter dated December 18, 2020, the State of New Jersey Department of Health has awarded funds to the City of Newark for the Childhood Lead Exposure Prevention (CLEP) Program. The aforementioned funds are set aside to provide lead exposure prevention, community outreach, case management, environmental interventions and lead abatement services for children with EBL's (Elevated Blood Level's) of five (5) and above; and
