WHEREAS, the United States Department of Justice (“USDOJ”), Office of Juvenile Justice and Delinquency Prevention (“OJJDP”) solicited proposals for the Community-Based Violence Prevention Demonstration Program (the “Grant”), which encourage cities to develop community-based strategies to reduce crime, violence and recidivism; and
WHEREAS, in May 2011, the Newark Police Department, in partnership with the Department of Economic and Housing Development’s Office of Reentry, submitted an application (the “Application”) to the USDOJ for Grant, requesting grant funding in the amount of $2,196,085.00; and
WHEREAS, the Application proposed a historic opportunity to fund a comprehensive violence prevention program using proven, evidence-based strategies that would, among other things: fund the hiring of approximately four police officers to conduct community policing in specific crime grids where much of the violent activity in Newark occurs; fund community mentoring, case management, job development, a...
