WHEREAS, the City of Newark, Department of Health and Community Wellness is in need of assistance, guidance, expertise, and leadership regarding compliance with local, state and federal laws and regulations governing the administration of public health and safety for the City of Newark and to recruit a management team of public healthcare professionals; and
WHEREAS, Mayor Ras J. Baraka has requested Rutgers, the State University of New Jersey through its unincorporated constituent unit, Rutgers Biomedical and Health Sciences ("RBHS"), an instrumentality of the State, with its principal place of business at 83 Somerset Street, New Brunswick, New Jersey 08901, provide said services; and
