WHEREAS, on November 20, 2025, pursuant to N.J.S.A. 40A:11-4.1 et seq. and N.J.A.C. 5:34-9.4 et seq., the City of Newark, through its Qualified Purchasing Agent, QPA, advertised to solicit proposals from contractors to provide Operation of a Restaurant Concession at Military Park in the City of Newark, as described in the attached Request for Proposals ("RFP") package; and
WHEREAS, the Division of Central Purchasing published the RFP on the City of Newark's electronic procurement portal to provide broader access and download capability to potential bidders; and
WHEREAS, via the electronic procurement portal, twenty-eight (28) RFP packages were downloaded by prospective bidders following the date of advertisement. On December 11, 2025, two (2) proposals were received in response; and
