AN ORDINANCE AMENDING SECTION 23:2-1, ONE-WAY STREETS, OF TITLE 23, TRAFFIC AND PARKING, OF THE REVISED GENERAL ORDINANCES OF THE CITY OF NEWARK, NEW JERSEY, 2000, AS AMENDED AND SUPPLEMENTED, BY AMENDING THE ONE-WAY STREET DESIGNATION ON HAYES STREET BETWEEN 14TH AVENUE AND 15TH AVENUE.

WHEREAS, the Division of Traffic and Signals and the Newark Police Department desire to change the two-way designation of Hayes Street between 14th Avenue and 15th Avenue, to a one-way southbound; and
WHEREAS, the Newark Police Department conducted a traffic survey on Hayes Street between 14th Avenue and 15th Avenue, to determine the impact of converting same from a two-way street to a one-way street flowing northbound, which revealed that this change will improve safety for the students being dropped off at New Horizon Charter School.
NOW, THEREFORE, BE IT ORDAINED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
Section 1. That Section 23:2-1, One-Way Streets, of Title 23, Traffic and Parking, of the Revised General Ordinances of the City of Newark, New Jersey, 2000, as amended and supplemented, be amended by adding thereto the following:
Hayes Street, southbound, from 14th Avenue to 15th Avenue
Section 2. Any ordinances or parts thereof inconsistent with this ordinance are hereby repealed.
Section 3. This ordinance shall take effect upon final passage and publication and in accordance with the laws of the State of New Jersey.
Section 4. This ordinance does not require approval by the Commissioner of the Department of Transportation.
STATEMENT:
This ordinance designates Hayes Street as a one-way southbound between 14th Avenue and 15th Avenue in the Central Ward.
