WHEREAS, the City of Newark, Department of Health and Community Wellness for the ("DHCW"), is in need of a Licensed Clinical Social Worker ("LCSW") to diagnosis and treat co-occurring mental health and substance use disorders; and
WHEREAS, the Local Public Contracts Law, N.J.S.A. 40A:11-5(1)(a)(i), allows for the awarding of contracts for Professional Services without public advertising for bids and bidding therefore; and
WHEREAS, the services for the LCSW to diagnosis and treat co-occurring mental health and substance use disorders qualify as "Professional Services" under N.J.S.A. 40A:11-2(6) and is exempt from the requirement for public bidding pursuant to N.J.S.A. 40A:11-5(1)(a)(i); and
WHEREAS, the Mayor and/or his designee, the Director of the DHCW, wishes to enter into a contract with Integrity Inc. to provide the services of a LCSW to diagnosis and treat co-occurring mental health and substance use disorders for an amount not to exceed Seventy-Nine Thousand Three Hundred Twenty Dollars and Zero Cents ($79,320.00) from September 1, 2019 through August 31, 2020; and
