WHEREAS, the State of New Jersey Department of Transportation ("NJDOT") State Aid to Counties and Municipalities FY2022 Municipal Aid Program ("NJDOT Municipal Aid Program") provides grant funding for the improvement and construction of local, municipal, and county road and bridge projects; and
