This Resolution authorizes the use of Competitive Contracting for the procurement of Third-Party Inspection Services.

WHEREAS, the City of Newark's ("the City") Department of Engineering is implementing Third Party Inspection Services, which will provide code enforcement inspection services in various areas of the City; and

WHEREAS, accordingly the Department of Engineering desire to enter into a contractual agreement with a Third-Party vendor to provide such services; and

WHEREAS, acquisition of these services is authorized under N.J.A.C. 5:23-4.4 et seq; and

WHEREAS, N.J.A.C. 5:23-4.14(c) also establishes that procurement of these services must be provided via competitive contracting pursuant to N.J.S.A. 40A:11-4.1; and

WHEREAS, N.J.S.A. 40A:11-4.1. requires authorization of the Governing Body to initiate the competitive contracting process; and

WHEREAS, N.J.S.A. 40A:11-4.1(b)(2) authorizes the use of competitive contracting for the procurement of certain specialized goods and services, including Third Party Inspection Services for code enforcement;


NOW, THEREFORE, BE IT RESOLVED, BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
