Purpose: Requesting the Newark Central Planning Board to consider an amendment to Title 41 of the Municipal Code of the City of Newark (Zoning and Land Use Regulations), pursuant to N.J.S.A. 40:55D-26 and N.J.S.A. 40:55D-64
Additional Information:
Ordinance 6PSF-e adopted on November 1, 2023, amended and replaced Title 41 of the Municipal Code of the City of Newark (Zoning and Land Use Regulations).
Ordinance 6PSF-e adopted on September 5, 2024, amended Title 41 of the Municipal Code of the City of Newark (Zoning and Land Use Regulations) Section 4: Permitted Uses by District, Section 5: Building Bulk and Design Standards, Section 7: Off-Street Parking and Loading, and adding two (2) new sections, Section 17: Storm Drainage and Section 23: Street Designation.

WHEREAS, New Jersey has repeatedly stated its goal of achieving greenhouse gas emissions reductions via:
* Executive Order 315 setting a goal for New Jersey 100% clean energy by 2035;
* Executive Order No. 274 directing the State to reduce greenhouse gas emissions to 50% below 2006 levels by 2030;
* New Jersey's Global Warming Response Act requiring state greenhouse gas emissions drop to 80% below 2006 levels by 2025;
* the State's 2019 Energy Master Plan reinforcing the goal of carbon-neutrality by 2050; and
WHEREAS, on September 18, 2020, New Jersey passed the Environmental Justice Law, N.J.S.A. 13:1D-157 et seq., to address historic environmental injustices perpetrated against New Jersey's low-income communities and communities of color by the State of New Jersey; and
