WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Four Hundred Ninety-Two Thousand Dollars and Zero Cents ($492,300.00) for the Ryan White HIV/AIDS - Ending the Epidemic (ETE) Program and no adequate provision has been made in the 2022 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by Award Letter dated January 19, 2022, the U.S. Department of Health and Human Services/Health Resources and Services Administration (HRSA) awarded the City of Newark funds for the Ryan White HIV/AIDS - Ending the Epidemic (ETE) Program for Four Hundred Ninety-Two Thousand Dollars and Zero Cents ($492,300.00). The aforementioned program will provide funds for the provision of health care and supportive services to the residents of the City of Newark; and
