WHEREAS, the Department of Child and Family Well-Being/Homeless Health Care Program, continues to provide medical care, social services, substance abuse and mental health counseling to the homeless population of the City of Newark; and
WHEREAS, the Department of Child and Family Well-Being/Homeless Health Care Program seeks to increase its hours of operation and enhanced access to medical care, social services, substance abuse and mental health counseling to the homeless population for the City of Newark; and
WHEREAS, the Department of Health and Human Services/Health Resources and Services Administration (HRSA), has made funds available for the provision of such services; and
