WHEREAS, the Department of Economic and Housing Development has requested that the properties identified on the Official Tax Map of the City of Newark as 441 Broad Street, 443-445 Broad Street, 447 Broad Street, 449 Broad Street, 451 Broad Street, 453 Broad Street, 455 Broad Street, 457-459 Broad Street, 461-469 Broad Street, 69 Orange Street, 71-73 Orange Street, 75 Orange Street, 75 1/2 Orange Street (Alley), 77-79 Orange Street (Block: 31, Lots: 4, 5, 7, 8, 10, 11, 12, 14, 15, 21, 22, 23, 24 and 25) (the "Study Area") in the Central Ward, be investigated by the Central Planning Board to determine if the Study Area is an "area in need of redevelopment" under the Local Redevelopment and Housing Law (the "LRHL"), under N.J.S.A. 40A:12A-1 et seq.; and
