AN ORDINANCE AMENDING SECTION 23:15-2, MULTI-WAY STOP INTERSECTIONS, OF TITLE 23, TRAFFIC AND PARKING, OF THE REVISED GENERAL ORDINANCES OF THE CITY OF NEWARK, NEW JERSEY, 2000, AS AMENDED AND SUPPLEMENTED, BY DESIGNATING SOUTH 7TH STREET AND 15TH AVENUE AS A MULTI-WAY STOP SIGN INTERSECTION.

WHEREAS, the Department of Engineering, Division of Traffic and Signals, in response to the motor vehicle crash that occurred on September 11, 2015 that resulted in the death of a three year old child, performed a comprehensive warrant study for a multi-way stop sign intersection; and
WHEREAS, the Department of Engineering, Division of Traffic and Signals completed a multi-way stop control warrant study on October 8, 2015 as per the Manual on Uniform Traffic Control Devices (MUTCD) and this intersection met the conditions for a multi-way stop sign intersection; and
WHEREAS, the Department of Engineering, Division of Traffic and Signals desires to improve safety at the intersection of South 7th Street and 15th Avenue, in the Central Ward, by requiring drivers to stop at all approaches before entering the intersection.
NOW, THEREFORE, BE IT ORDAINED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
Section 1. Section 23:15-2, Multi-way Stop Intersections, of Title 23, Traffic and Parking, of the Revised General Ordinances of the City of Newark, New Jersey, 2000, as amended and supplemented, be amended by adding thereto the following:
South 7th Street and 15th Avenue
Section 2. Any ordinances or parts thereof inconsistent with this ordinance are hereby repealed.
Section 3. This ordinance shall take effect upon final passage and publication and in accordance with the laws of the State of New Jersey.
Section 4. This ordinance does not require approval by the Commissioner of Transportation.
