WHEREAS, on February 21, 2020, the City of Newark (the "City"), through its Purchasing Agent, QPA, advertised to solicit bids for contractor(s) to provide Healthy Nutritional Meals for Seniors, to the Department of Recreation, Cultural Affairs, and Senior Services, as per the bid proposal attached hereto; and
WHEREAS, the Division of Central Purchasing, distributed eleven (11) bid proposal packages to the prospective vendors following the date of advertisement; and
WHEREAS, the Division of Central Purchasing, also published the bid package on the City of Newark's website to provide broader access and download capability to potential bidders; and
WHEREAS, on March 5, 2020, four (4) bids were received in response to this advertisement; and
WHEREAS, on March 6, 2020, the Department of Recreation, Cultural Affairs, and Senior Services, recommended that an award be made to 4 Seasons Caf?, LLC, 186 West Market Street, Newark, New Jersey 07103, as the lowest responsive and responsib...
