WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of One Million Seventy-Six Thousand, Nine Hundred Seventeen Dollars and Zero Cents ($1,076,917.00), for the Ryan White HIV/AIDS Program Part ETE and no adequate provision has been made in the 2025 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by the Notice of Award dated January 07, 2025, the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA), awarded the City of Newark funds in the amount of $1,076,917.00. The aforementioned program will provide funds for the provision of health care and supportive services to the residents of the City of Newark; and
