WHEREAS, the United States Environmental Protection Agency Brownfields Program, which is funded under the American Recovery and Reinvestment Act of 2009 (ARRA), assists state, local and tribal governmental agencies, redevelopment agencies and non-profit organizations for the purpose of financing remediation activities for sites, at which there is actual or a suspected discharge of hazardous substances or hazardous wastes; and
