WHEREAS, the City of Newark's Department of Health and Community Wellness provides childhood lead exposure prevention services for children six (6) months through children younger than seventeen (17) years of age under the Childhood Lead Exposure Prevention (CLEP) Program; and

WHEREAS, the New Jersey Department of Health ("DOH"), has made grant funds available to address blood lead levels between 3.5-4.9 ug/dl and conduct outreach to families; and

WHEREAS, on or about July 18, 2025, on behalf of the City of Newark (the "City"), the Director of the Department of Health and Community Wellness (DHCW), submitted an application to the New Jersey Department of Health, 369 S.
