WHEREAS, the United States Environmental Protection Agency (USEPA) Brownfields Program provides grants and technical assistance to communities, states, tribes and others to assess, safely clean up and sustainably reuse properties which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminants; and
WHEREAS, the City of Newark (the "City") has determined that there has been, or it suspects that there has been, a discharge of hazardous substances or other pollutants or contaminants on the property located in the Target Area and funding is needed to conduct Preliminary Assessments (PAs), Site Investigations (SIs) and site cleanup. The Target Area is the North Ward of Newark Riverfront (the "Riverfront"), centered around a heavily industrialized area along the Passaic River.
