WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Seven Hundred Twenty-Seven Thousand Four-Hundred Twenty-Four Dollars and Zero Cents ($727,424.00) for Substance Abuse and Mental Health Services Administration (SAMHSA) Program and no adequate provision has been made in the 2026 Temporary Budget for the aforesaid purpose; and
WHEREAS, N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by the Notice of letter dated January 15, 2026, the United States Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), awarded the City of Newark funds in the amount of Seven Hundred Twenty-Seven Thousand Four-Hundred Twenty-Four Dollars and Zero Cents ($727,424.00).
